During the FOREST EUROPE Ministerial Conference held in 2011 in Oslo, Norway, ministers responsible for forests in Europe adopted the “Goals for European Forests” and “European 2020 Targets” in support of the FOREST EUROPE shared vision on the protection and sustainable management of the European Forests.
Being halfway to the deadline set for the fulfilment of these goals and targets, a midterm evaluation was carried out during 2015. This evaluation aims to provide a first and basic overview about the level of implementation and achievements of the Goals and 2020 Targets for European Forests at regional level.
The evaluation has been mainly based on the data provided by the FOREST EUROPE signatory countries for the elaboration of the edition 2015 of the “State of Europe’s Forests” report, and was carried out with the scientific support of the European Forest Institute (EFI). This evaluation is contained in the FOREST EUROPE publication entitled ‘Meeting the Goals for European Forests and the European 2020 Targets for Forests – Report on the Mid-term Evaluation of the Goals for European Forests and the European 2020 Targets for Forests’.
This report can furthermore be complemented by the information provided in a different publication, entitled ‘Implementation of the FOREST EUROPE Commitments – National and pan-European actions 2011-2015’, which examines the national and regional implementation of political commitments made through FOREST EUROPE resolutions, decisions, declarations and statements up to the 7th FOREST EUROPE Ministerial Conference. In particular it focuses on the activities carried out since the 6th Ministerial Conference held in Oslo in 2011 in order to fulfil the agreements that were reached there.
Considered together the information provided in these two reports gives a comprehensive view of the level of achievement at both national and regional levels of the Goals and Targets adopted in Oslo. The conclusions drawn from this analysis will also serve as background information for political discussions and the possible responses to current and future opportunities and challenges related to achieving the commitments made within the FOREST EUROPE process.
