FOREST EUROPE Special Issue: Ministerial Conference outcomes

This special issue of the newsletter is published on the occasion of the FOREST EUROPE Ministerial Conference that was held 14 – 16 June in Oslo, Norway. The newsletter informs about the outcomes of the conference, where ministers and high-level representatives from 41 signatory countries and the EU agreed to launch negotiations on a legally binding agreement on forests in Europe. This was an historical breakthrough in the process to preserve European forests and their environmental, societal and economic benefits for present and future generations. Furthermore, the ministers and high-.level representatives agreed on a common vision, strategic coals, measureable targets and priority actions at national and international level to enhance sustainable forest management and a mission for FOREST EUROPE. The State of Europe’s Forests 2011 Report was also launched at the Ministerial Conference.

FOREST EUROPE Issue 2/10

The Newsletter of the Liaison Unit Oslo updates you on the preparations for the upcoming FOREST EUROPE Expert Level Meeting, which will be held on 14-15 December in Geneva, Switzerland. Countries’ representatives and participants will discuss the topics for the next Ministerial Conference on the Protection of Forests in Europe in June 2011 in Oslo, Norway. They will also guide how to prepare for the commitments to be made at the conference. It is expected that ministers alongside other subjects, will consider ways to strengthen cooperation – one possibilty is to open negotions on a legally binding agreement. In this issue you will be updated on the results and comprehensive technical papers, which have been prepared by two subsequent FOREST EUROPE working groups to facilitate national and regional consultations on a legal agreement. The Ministerial Conference next year will be a major contribution to the International Year of Forests, which aims to raise awareness to strengthen sustainable forest management and benefits from forests. In this context, we are looking forward to jointly promote this global initiative, national events and the FOREST EUROPE Ministerial Conference. This newsletter also informs on the new Biodiversity 2020 Targets, which where recently adopted at COP 10 of the Convention on Biological Diversity in Nagoya, Japan. FOREST EUROPE has assessed how sustainable forest mangement in Europe contributes to forest biodiversity in preparation for COP 10 and published the outcome of this assessement. We would also like to highlight the newest communications tools and publications from FOREST EUROPE.

The Newsletter of the Liaison Unit Oslo provides information on the preparations for the next FOREST EUROPE Ministerial Conference, to be held in Oslo, Norway, 14-16 June 2011. You will also be updated on the ongoing work of the Working Group on preparing options for a decision on a possible legally binding agreement on forests in Europe, which is developing a non-paper on options for a legally binding agreement. This issue also informs about the reason for changing the brand name from MCPFE to FOREST EUROPE. Furthermore, you will find information on FOREST EUROPE activities contributing to the celebrations of the International Year of Biodiversity 2010. You will also be informed about the upcoming Workshop on the Assessment of Forest Fires Risks and Innovative Strategies for Fire Prevention.

FOREST EUROPE Special Issue: Forests and Climate Change
This issue of the newsletter is published on the occasion of Forest Day 2, the UNFCCC COP14 parallel event in Poznan, Poland, December 2008. The main objective is to inform COP14 and Forest Day 2 participants about the importance of forests in mitigating climate change and to present relevant policy means and instruments elaborated by the MCPFE.
